The Vietnamese Ministry of Commerce recently issued a notice requiring further strengthening of tobacco control measures across the country, aiming to effectively curb the excessive circulation and consumption of tobacco products and promote the strict implementation of the “Law on Tobacco Harm Prevention and Control”. The policy was personally deployed by Minister of Commerce Nguyen Hong Yen, emphasizing that local commerce, market supervision and related departments need to form a joint force to carry out actions in four major directions: improving laws and regulations, cracking down on illegal transactions, improving regulatory efficiency and increasing publicity and education. The Ministry of Commerce pointed out that although tobacco is a legal industry, its harm cannot be ignored. Only by forming a consensus and joint efforts in the whole society can the strategic goal of reducing tobacco harm be truly achieved.
With the introduction of this round of tobacco control policies, the tobacco market management in Vietnam will usher in a comprehensive “digital transformation”. The Department of Industry has been given the important task of studying a plan to replace Decree No. 67 on the basis of the original administrative procedures, bringing new tobacco products into the scope of control, and introducing an information management platform to achieve real-time monitoring of all links of production, circulation and sales. Digital supervision not only helps to improve law enforcement efficiency, but also can discover potential violations through big data analysis, providing a reference for the formulation of more accurate prevention and control policies.

At the same time, the Market Management and Development Department will increase inspection and law enforcement efforts across the country. By joining forces with customs, public security, market supervision and other departments, we will focus on combating smuggling and illegal sales, especially cigarettes and new tobacco products of unknown origin, to ensure that all tobacco products circulating on the market meet national standards and obtain legal business qualifications. This move will greatly reduce the underground tobacco market, create a fair competition environment for legal enterprises, and provide consumers with safer and more reliable product channels.
It is worth mentioning that this strategy pays special attention to the protection and education of young people. The Ministry of Commerce requires the Department of Commerce at all levels to work with the education and health departments to carry out publicity activities focusing on campus and communities. By holding special lectures, producing public welfare short films, distributing brochures, etc., let young people understand the hazards of smoking and passive smoking, and enhance their health awareness and self-protection ability. At the same time, it also encourages social organizations and enterprises to participate in public welfare projects to jointly build a clear growth environment.
The Legal Affairs Department focuses on sorting out and improving the current legal system for tobacco production and sales. They will conduct a systematic review of various regulations, eliminate conflicts or duplications between articles, reduce unnecessary administrative approval processes, and improve the operability and enforcement efficiency of the law. While strictly controlling the wholesale and retail links, they will also focus on the regulatory loopholes of new tobacco products such as e-cigarettes and heat-not-burn products to ensure that the law can keep pace with the times and cover all potential sources of harm.

In terms of coordinating exports and imports, the Ministry of Commerce has also made clear requirements. The Export and Import Department needs to revise and supplement relevant notices, improve the management regulations on the import and export of tobacco and its products, and submit the revised plan to the Minister for review in the second quarter of this year. In particular, in airport duty-free shops and cross-border e-commerce channels, inspections must be intensified to prevent tobacco smuggling or fraud in the name of duty-free. Such a comprehensive and multi-level regulatory layout aims to enhance the overall transparency and legitimacy of Vietnam’s tobacco market.
Standing at the forefront of the tobacco control strategy, Vietnam Tobacco Corporation has also been instructed to work with the Industry Department to formulate a practical production and operation plan to gradually reduce the total domestic tobacco consumption. The company will help practitioners make a smooth transition by supporting tobacco farmers to switch production, conducting vocational training, and promoting tobacco leaf alternative planting. At the same time, enterprises are encouraged to invest in research and development and introduce high-tech means into the tobacco industry chain, such as using the Internet of Things to monitor the planting environment and using blockchain to trace the source of the supply chain, so as to provide a new path for the innovation and development of the industry.
