According to a report by the Philippine Star on February 29, the Philippine Department of Trade and Industry (DTI) is planning to establish an vape certification process in the country to cooperate with the government’s crackdown on illegal vape products.

DTI Secretary Alfredo Pascual has directed department officials to assess the readiness to implement the vape bill and identify the equipment needed for testing.

Product registration and other related provisions under Republic Act 11900 or the Atomized Nicotine and Non-Nicotine Products Act, which will take effect in June 2024. The “Act” stipulates that all imported and manufactured atomized nicotine, non-nicotine products and new tobacco products must pass the DTI’s mandatory certification process before being distributed on the market.

Last week, DTI Consumer Protection Group Assistant Secretary Amanda Nograles led an inspection of the existing vape testing facilities at the Philippine Bureau of Standards Laboratory in Cavite. This inspection evaluates the testing procedures for vape products and related accessories, including dry batteries and secondary batteries.

To ensure the integrity and validity of the testing process, various laboratory instruments were also evaluated.

DTI said budget constraints currently prevent testing facilities from covering heated tobacco product (HTP) consumer products, vape products and more. The House Ways and Means Committee has directed DTI and Budget Management to secure additional funding in the state spending plan to expand DTI’s testing capabilities.

The additional budget will also be used to increase testing facilities for HTP consumer products and e-liquids and enhance DTI’s certification process.
